Underground Storage Tank - UST

UST bowserInstallation, maintenance and removal of an underground petroleum storage system (UPSS) including any underground storage tanks (USTs) and fuel bowsers must be properly managed in accordance with relevant state and territory legislation to ensure hazards are adequately controlled and risks minimised.

Fuel leaking from an UPSS can have significant, adverse impacts on people, property and the environment. Spills, overfills and leaking USTs or piping may lead to fire, explosion and contaminated soil and contaminated groundwater.

Management requirements will differ between disused underground petroleum storage systems, operational older systems and new installations. Depending on the status of the UST and the applicable legislation, the person responsible for the UPSS (usually the owner or operator) is typically required to implement all, or a combination of:

  • System/s for detecting and monitoring leaks
  • Record keeping for UPSS alterations and leaks
  • Soil testing for contaminated soil
  • Groundwater assessment works at ‘sensitive’ locations including groundwater bore installation and water testing
  • An Environment Protection Plan

ESP will assist you to develop and implement systems for monitoring UPSS leaks, keep records for UPSS alterations and leaks, soil testing, groundwater assessment works at sensitive locations and develop Environment Protection Plans. ESP environmental consultants will assess potential contamination from UPSSs through a Phase 1 Preliminary Environmental Site Assessment and Phase 2 Detailed Environmental Site Assessment.

Detailed environmental site assessment works include soil testing for chemical contaminants in soil samples collected from boreholes in the vicinity of USTs, bowsers and associated pipework.

ESP contaminated land consultants will provide:

  • Remediation strategies including UST removal and contaminated soil remediation
  • Validation soil testing and groundwater assessment works to ascertain whether remediation works were performed to a satisfactory standard
  • Recommendations for compliance with relevant legislation during decommissioning and redevelopment of UPSS sites in Melbourne, Newcastle, Sydney and regional Australia
  • Environmental management plans to ensure continued environmental hazard, health and safety control
